This would only be the case if that person had commited a sin that they were UNREPENTANT about which had in some way badly effected the whole Church (in the Corinthian Church there were many who were proud and boastful of the man in who was in continual sin with his step mother).

This church discipline must be done in love and not with a judgemental spirit.
