It involves those who are effected - in this case it is the WHOLE CHURCH. Initially, if the sin is not known by the whole Church, the person must be approached one-to-one and then if they are still repentant the Church leadership should confront him. Only if they are still repentant will it then go to the whole church if it is a matter that the leadership knows effects all the church. Some matters need not come before the whole congregation.

It may have been the man committing this sexual sin in Corinth was in some kind of leadership or teaching role in the church. Everyone had found out about it so it was a matter that effected the whole church and as such had to be dealt with on that level.
