Because some matters are CULTURAL and OCCASIONAL and we must extract the PRINCIPLE to be applied to today's context.

For example:

1 Cor 16:20

All the brethren greet you. Greet one another with a holy kiss.

(NKJ)

Does this mean that we should always greet other Christians with a 'holy kiss' ?

How does this interpret into your society ?

Where I come from it best interprets into greeting most Christians with a 'holy hand-shake' and maybe a 'holy hug' to Christians of the same sex who we know quite well. It is determined by what is the cultural norm of greeting others (in Corinth at that time it was similar to French culture today where kissing on the cheek is a usual form of greeting). The key here is that the normal form of greeting must be made 'holy' (separate from immoral thoughts and hidden motives).
