Herod's Palace was built on a promontory that jutted out into the Mediterranean Sea. Paul was imprisoned here to await his trial before Governor Felix (Acts 23:35).

Surrounded by a large breakwater, Herod's royal harbor came to be an important international port along the Mediterrean Sea. Paul returned to this harbor after his third missionary journey (Acts 21:8).

Excavation of Herod's promontory palace is currently underway. Paul was detained here for two years by Felix (Acts 24:27). Festus then became governor and initiated a new round of trials before sending Paul off to Rome to be tried by Caesar (Acts 25-26)
